At the end of the day, I shutdowned my Droplet via digital ocean. Everything working fine, I am able to manage instance, deploy configuration to Nginx instance and deploy certificate. I completed deploy my NMS on digital ocean droplet according to officail nginx document. I have issue with Nginx instance manage service.
